Job Description

We are looking for a highly experienced and skilled individual to join FSCS to assist the 1st Line of Defence (1LOD) Risk Manager with evolving the risk framework by reviewing processes and identifying key risks and relevant related controls across Operations, Technology and Operational Partnerships (COO). Assist with 1LOD Governance including Overpayments, Risk Reporting, Issue Management and related escalation. Perform control testing of key controls and identify and agree remedial actions.

          COO Risk Framework

  • Assist the 2LOD and COO Risk Manager with evolving the Scheme Risk Framework within the COO area
  • Review COO operational processes & ensure current Risks and Controls are relevant.
  • Eliminate the duplication of controls (controls mitigating multiple risks)
  • Define and ensure “Key” risks and controls are easily identifiable
  • Update risk and control effectiveness scoring in line with changes MI metrics, events and assurance activity.

     COO Risk Tolerances

  • Review existing Risk and Controls against the Scheme approved Risk Tolerances
  • For each tolerance consider the relevance of both Risk(s) and Control(s)
  • Through process workshops identify any gaps in risk and controls.
  • Propose revised Risks and Controls and seek COO sign off and update within master Risk Register’s 

    1LOD Risk Governance

  • Assist with ongoing reporting of the COO Risk and Controls reporting process
  • Assist and represent COO Risk on ongoing change / transformation initiatives
  • Represent Risk within the Issue Management meetings ensuring ongoing Scheme / Partner issues are captured and remediated on a timely basis
  • Manage the ongoing Overpayment reporting and related analysis / insight
  • Support the COO Risk Manager to define key risk indicators and embed a periodic performance monitoring and reporting process
  • Define and embed a third party controls assurance programme to get assurance that control environments at Partner / Service providers operate in accordance with FSCS standards
  • Manage or support ‘deep dive’ reviews of key process areas. Document and report remedial actions
  • Assist with remediation activities of control exceptions identified through Internal / External audits

    Developing COO Risk and Controls Awareness

  • Build strong relationships across the three lines of defence and ensure COO compliance with the FSCS Risk Management Policy
  • Assist in the development of the risk culture within COO function to increase understanding and improve management of risk
  • Identify future developments in 1LOD Risk Management and embed them within the COO function
  • Support the development of risk and controls expertise across the population of COO Risk Managers

What I Need to Know

  • Evidence of appropriate training and development in the field of Risk Management
  • Awareness and understanding of key Risk Principles (ISO 27001, COBIT, 10 steps to Cyber Security etc)
  • Experience of defining and implementing business risk management processes
  • Experience of operational risk analysis with and/or a planning, operational analysis or project development
  • Experience of risk management or internal audit
  • Experience of managing conflicting demands and challenging stakeholders
  • Ability to research, evidence and recommend process improvements
  • Good presentational and communications skills; oral, written, report writing
